Every birth shall be registered within 14 days and every death shall be registered. Any person who wants to register a birth shall inform the concern office in the prescribed format (Appendix) along with a certificate from the person or Medical Institution, who conducted delivery in the case of.

Beyond the prescribed time limit, if a registration is done, it is accepted with a payment of penalty up to a period of one year. Extract Birth Register
On registration one copy of an extract of Birth Register will be given to the party, free of cost. If a certificate of Birth is required at a later date from the Town Panchayat, an application in the prescribed format (Copy of format enclosed in Appendix) furnishing the information required in the format like name of the child, father’s name, mother’s name, date and place of birth, etc

Details about the Service
The Citizen can apply the Birth Certificate online or through CSC. If the Citizen is applying online, he/she visits the Bihar state portal and registers himself. He/ She then go to the e-Form section and fill the e-Form. The citizen should also upload a scanned copy of all the supporting documents.

If the birth is registered within 21 days, the citizen does not have to pay fee. If birth is registered between 21-30 days then the citizen has to pay a fee of Rs 2 and if after 1 year then a fee of Rs 10. The citizen has to pay through the payment gateway.

If the birth is registered after 30 days but within 1 year then citizen has to upload a scanned copy of an affidavit along with a fee of Rs 5. The citizen has to pay through the payment gateway.

The Registrar makes the necessary verification. If the application is approved, the birth is registered and birth certificate is issued.

Birth Certificate: Am I entitled to apply for the Birth Certificate?
1. If the birth took place in the province of Bihar
2. If the application is for your own birth certificate and you are at least 13 years old.
3. If the application is for your child’s birth certificate and you are named as a parent on your child’s original birth registration.
4. If you are the legal guardian of a child and you can provide court documents proving that you have custody of the child.

Important Information
1.Birth certificates can only be issued for births that occurred in Bihar.
2. The event must be registered with the province. (Service Times)
3. Birth certificates are issued using the information from the original Statement of Live Birth, completed by the parent(s) at the time of birth.
4. Not more than one certificate and one certified copy (long form) will be issued. Check which one you need before you apply.
5. The Office of the Registrar General maintains birth registrations for 95 years. For records older than this, please contact the Archives of Bihar.
