Legality of Birth Certificate
In India it is mandatory under the Law (as per the Registration of Births and Deaths Act, 1969), to register every birth with the concerned State/UT within 21 days of its occurrence. The government accordingly has provided a very structured system for registration of birth, with the Registrar General at the Centre and Chief Registrars in the states, running through district registrars to the village and town registrars at the periphery.
Eligibility criteria to avail Birth Certificate
Any individual who is the citizen or NRI born in the state are eligible for availing the birth certificate. The birth certificate is issued to the parents in favour of child on the basis of application and specific amount deposited with application form to the concerned authority.
Procedure for Registering Birth Certificate
There is a defined process to obtain the Birth certificate in Chhattisgarh. Normally, head of the house or nearest relative of the head of the house or oldest person in the family in case the event is occurring in the house is to inform the concerned authority about birth. Medical officer in-charge or any other officer authorized by him, in case of institutional event.
After delivery of the child in case of institutions i.e. hospitals, nursing homes, clinics, etc. the authorities have to register the birth reports to the registrar of birth and death of the concerned jurisdictions.
In case of domiciliary births the household is entitled to submit the reports to the concerned authority for registering the birth event.
In case the birth occurs in the jail, it is to be informing the concerned jailer.
If the birth occurs in hostel, dharmasala, boarding house, lodging house etc. the event is to be informing the concerned person-in-charge.
In case the birth occurs in moving vehicle, the person-in-charge of the vehicle is to be informing about the birth.
The Chhattisgarh Online Information for Citizen Empowerment (CHOICE) the government department which provides the all kinds of certificates facility for birth, death, caste, and income along with the marriage and domicile certificate facility in state. The dept also runs the ration card facility and public grievance system to the citizen’s state. The department official website http://www.choice.gov.in/ also gives the verification system to check the validity of your certificate. In the present era of information technology the citizens of the State to provide the facility through IT the CHOICE project was implemented. This project e – governance is another milestone in implementation. At national and international level, the scheme has been widely appreciated.
Based on Open Source Choice achieved the distinction of being the country’s biggest project. This plan has been honored with numerous awards. Like many civil services under the scheme – the birth / death certificate, income certificate, caste certificate, certificate natives – cards, domicile certificate etc. are being provided through the centers of Choice which has appointed by the government in state. The plan is saving valuable time of citizens and government services and information is readily available.
In the beginning of the Choice project was started in Raipur Municipal Corporation and after the successful conduct it has been has launched in Durg – Bhilai, Bilaspur, Rajnandgaon, Jagdalpur and Ambikapur. Also the department has started their works to expand these plans to work on other 12 districts of state.
However the process to make the certificate for birth and death is available through each district office or by the tehsil. The citizens can apply for this through the municipal corporation department also. In the rural areas this facility has given through the gram panchayat offices where the certificate will be issue within 45 days after filling the registration form. The candidates have required some document before that they apply:
Proof for Address – Applicant needs their address proof in which they can use photo copy of attested mode from the gazetted officer of ration card, bank passbook, passport or visa and for the candidates living in rent have to give the copy of their rent receipt.
Age Proof : However the birth certificate issued within 14 days of baby born but if you didn’t had applied for it at that time then you have to prove your age in which the school leaving certificate / 10th class certificate or get the affidavit through the court for age.
Caste Certificate: If the applicant belongs to any reserved category as scheduled caste, scheduled tribes or other backward class then submit the certificate for that because the caste will mention on that.
ID Proof: In id proof you have to attach the copy of your voter id card, collage id card or any other photo id in which your details were mention.
In case the candidates don’t have any document or have missing then use the affidavit or letter by the authorized person. After collecting all the documents the candidates have to visit in the official center of CHOICE where the complete registration process will be given through responsible officer of your area. This process needs 21 days and after the verification you will be handover your certificate.
