Process to Register Vehicle in Haryana

Where to apply ?           

A vehicle is required to be registered by a Registering Authority in whose jurisdiction the owner of the motor vehicle has the residence or place of business where the vehicles is normally kept. In Haryana, the SDO(C) concerned has been prescribed as the Registering Authority in respect of all motor vehicles other than the transport vehicles, and motor vehicles having a seating capacity upto 6+1. The Secretary, Regional Transport Authority has been prescribed as the Registering Authority in respect of all the remaining vehicles.

Registration of a new motor vehicle

An application for registration of a motor vehicle is required to be made to the registering authority within a period of seven days from the date of taking delivery of such vehicle, excluding the period of journey.

Documents required to be submitted:-

  • application in Form 20.
  • sale certificate in Form 21.
  • valid insurance certificate.
  • copy of the proceedings of the State Transport Authority or Transport Commissioner or such other authorities as may be prescribed by the State Government for the purpose of approval of the design in the case of a trailer or a semi-trailer.
  • original sale certificate from the concerned authorities in Form 21 in the case of ex-army vehicles.
  • proof of address*.
  • temporary registration, if any.
  • road-worthiness certificate in Form 22 from the manufacturers/Form 22-A from the body builders.
  • custom’s clearance certificate in the case of imported vehicles along with the licence and bond, if any.
  • appropriate fee as specified in rule 81 of CMV Rules.
  • proof of citizenship.
  • proof of legal presence in India in addition to proof of residence in case of foreigners.
  • Form No. 60 or PAN Card ( 2 attested copies).
  • invoice showing the cost of vehicle (duplicate).
  • NOC from Excise & Taxation Department in case the vehicle has been purchased from any other State.
  • appropriate road tax as specified in Punjab Motor Vehicles Taxation Act/ Rules; alongwith penalty for late payment, if any.
  • proof of being farmer in the case of Agricultural Tractors.
  • additional fee for preferential or out of turn number as notified.
  • pencil print of chassis number.
  • two copies of Form No.14 of HMV Rules in addition to the documents above, in the case of transport vehicles.

In respect of vehicles temporarily registered, application shall be made before the temporary registration expires.

Any one of the following documents can be produced in original or an attested copy thereof as proof of address:-

  • Electoral Roll
  • Life Insurance Policy
  • Passport
  • Pay slip issued by any office of the Central or State Government or a local body
  • Telephone Bill
  • Electricity Charges Bill
  • Water Charges Bill
  • Identity Card issued to the Ex-serviceman by the Zila Sanik Board
  • Certificate of Registration in case of Firm/Company
  • Certificate of Registration by the Sales Tax Department
  • Income Tax Return
  • Service Tax Return
  • Certificate issued by the Hostel Wardens in case of students residing in Hostels
  • Marriage certificate issued by the Registrar of Marriages
  • Residence certificate issued by the District Administration
  • Rent deed/Rent Agreement
  • Report from the concerned SHO
  • Employer certificate in case of Private Limited Companies with Identity Card
  • House Allotment letter issued by the Govt. Department
  • Ownership letter issued by the Estate Office

Where the applicant is not able to produce any of the above mentioned documents for sufficient reason, the Registering Authority may accept any affidavit sworn by the applicant before an Executive Magistrate, or a First Class Judicial Magistrate or a Notary Public as evidence of address.

Renewal of certificate of registration

Registration of a non-transport (personal) vehicle is done for a period of 15 years and after completion of 15 years, every registered owner is required to get the certificate of registration renewed. The certificate of registration is renewed for a period of 5 years at a time.

An application by or on behalf of the owner of a motor vehicle, other than a transport vehicle, for the renewal of a certificate of registration, is required to be made to the registering authority in whose jurisdiction the vehicle is, in Form 25 not more than sixty days before the date of its expiry, accompanied by the appropriate fee as specified in rule 81 of CMV Rules.

Documents required to be submitted:

  • Application in Form 25.
  • Registration certificate in original.
  • Attested copy of insurance certificate
  • Appropriate fee as specified in rule 81 of CMV Rules.
  • Pencil print of chassis number.

On receipt of an application for renewal, the registering authority refers the vehicle to the concerned authority for obtaining a certificate of fitness and thereafter renews the certificate of registration.

In a case where the certificate of fitness is granted on a date after the expiry of a certificate of registration, the renewal is made from the date of grant of the certificate of fitness for a period of five years.

In the case of transport vehicle, the certificate of fitness is granted for a period of two years in the case of a new vehicle and is renewed every year thereafter.

Issue of duplicate certificate of registration

If at any time, the certificate of registration is lost or destroyed the owner is required to report to the police station in the jurisdiction of which the loss or destruction has occurred and to intimate that fact in writing to the registering authority by which the certificate of registration was issued.

An application for the issue of a duplicate certificate of registration is required to be made to the last registering authority in Form 26 and should be accompanied by the appropriate fee as specified in rule 81 of CMV Rules.

Documents required to be submitted:

  • Application on Form 26.
  • Copy of complaint filed with the police.
  • NOC/Consent of the financer, in case of hire purchase/lease/hypothecation.
  • Appropriate fee as specified in rule 81 of CMV Rules.
